




Dr. Wilbert S. Richardson is the Pastor of Refuge Evangelical Baptist Church, located in the East Oak Lane section of Philadelphia, Pa which began as a bread basket ministry that later became a church plant in November 1984. He has the privilege of shepherding this very vibrant and growing congregation, which has been a joyful and challenging pilgrimage. He and his beloved wife The Late Gwendolyn (Dolly) Richardson were blessed with (5) children, J’Phine, Ginger, Wilbert A., Lewis Aaron (home with the Lord), and Jazelle. He has 23 wonderful grandchildren, and 35 great-grandchildren.
Pastor Richardson is the recipient of: B.A. in Biblical Studies from Geneva College; M.A. in Urban Ministry from Westminster Theological Seminary; M.A. in Theological Studies from the American University of Biblical Studies, Decatur Georgia; A Doctorate of Christian Service from Geneva College Beaver Falls, PA.
Dr. Richardson has served President of Lancaster Bible at Center for urban Theological Studies; Chairman of the Board of Trustees, Bible Institute for Islamic Studies (BIIS), Philadelphia, Pa. Chairman of Board of Trustees- Center for Urban Theological Studies; Regional Minister for the Atlantic Association, Conference for 15 East Coast Churches; Member of the Board of Trustees Geneva College; Member of the World Christian Council-Westminster Theological Seminary.
